if it included Monster Skills, I'd go with Shiro Tagachi, with Imperial Sanctum skills.

But as it doesn't I'd go with an Mursaat Monk boss or Doppleganger.

Use a loophole and use the doppelganger so you can technicly use any skill set you want.

The Doppleganger has been off the table since the beginning. The tournament winner gets 150 lockpicks. He/she will then face the Doppleganger (me), and if they win they receive an additional 100 lockpicks.
